Prime and Seizing Up

I had my bike worked on last week - major tune-up. When I got it back it rode home great. Next time I tried to start it it made a sound like it did not want to turn over when I tried to start it. Almost like it was "seizing up" when I was attempting to get it started. I had them coem and get it and the guy tells me the petcock was in the "prime position" and that when it's like that all the gas runs into the engine and causes the problem. First, I don't beelive it was on prime - I think I had it on low fuel - the other side. Second, I thought on the savage you could leave the bike on prime without any problems for long periods of time. Third, I was told that on the Savage a lot of times the mechanics will "tighten" something that actually should be loosened instead and that this can cause problems.

Any ideas of thoughts?
